ADOT Selects Pre-Construction Contractor for US 89

On the long road to repair the landslide-damaged section of US 89, the Arizona Department of Transportation (ADOT) has moved another step forward by selecting a contractor for pre-construction engineering services. This means developing the final design and construction logistics before any dirt is moved on the broken highway between Bitter Springs and Page.

us 89tADOT finalized an agreement with Tempe-based FNF Construction, Inc., the same contractor that worked on completing the Temporary US 89 (US 89T) project last year. The previously unpaved Navajo Route 20 was paved in just 3 months to become 89T, the primary detour between Page and Flagstaff.

FNF Construction will work with the project design team through a Construction-Manager-At-Risk contract, which can lead to quicker completion and reduced costs. Pre-construction services include the design of access roads at the project site. Actual construction is expected to begin this summer.

“Every day, ADOT is getting closer to our goal of starting the US 89 landslide repair to reopen this roadway by the end of the year. Using the Construction-Manager-At-Risk delivery method will ensure that we can optimize construction efficiency.”–Steve Boschen, ADOT deputy state engineer for design

The new preconstruction agreement does not include construction to repair US 89. That contract is expected to be finalized later this spring.

Recently, ADOT received the necessary environmental and utility clearances to enable the use of federal funds on the ultimate repair of US 89.

ADOT continues to work with the Navajo Nation to obtain new right-of-way easements. An agreement between the Federal Highway Administration, Navajo Nation and Bureau of Indian Affairs must be reached before construction can begin.

Currently, the repair is expected to cost $25 million. The project includes moving the roadway approximately 60 feet toward Echo Cliffs and using that rock to construct a downslope buttress to stabilize the area.
